PUBLIC NOTICE <br />COUNTY OF HAWAII <br />FOR THE SECTION 8 PROJECT -BASED VOUCHER PROGRAM <br />The Office of Housing and Community Development (OHCD) will be accepting proposals <br />from property owners for the Section 8 Project -Based Voucher Program, known herein as the <br />Project -Based Assistance (PBA) Program. This Request for Proposal (RFP) is established <br />pursuant to Title 24, Chapter VIII of the Code of Federal Regulations, 24 CFR Section 983. <br />Under the PBA program, the OHCD will attach a PBV Housing Assistance Payment Contract <br />(Agreement) to an existing structure or to a structure if the owner agrees to rehabilitate or <br />construct the structure other than with assistance provided under the United States Housing <br />Act of 1937. The rent for each unit in the selected structure(s) will be subsidized by the <br />OHCD when the owner leases the unit to an eligible family. The purpose of this program is to <br />encourage property owners to make available rental housing unit(s) to low-income families at <br />rents within the current housing fair market rents. <br />Rehabilitation or new construction of selected projects cannot begin until the OHCD and the <br />owner(s) have executed the required Agreement. <br />The OHCD estimates that up to forty (40) units in the County of Hawaii will be assisted under <br />the funding available for this purpose, unless the requested units are for those that meet the <br />exception criteria as defined in the RFP. <br />Proposal packets will be available at the OHCD in Hilo at 1990 Kino'ole Street, Suite 105 or <br />50 Wailuku Drive, or in Kona at the West Hawaii Civic Center, 74-5044 Ane Keohokalole <br />Highway, Building B,2nd Floor between the hours of 7:45AM and 4:30PM beginning <br />November 15, 2018 <br />Only proposals submitted in response to this notice will be considered.
