CHARTER COMMISSION <br />08/11/09 <br />Purpose: To study and review the Hawaii County Charter beginning in <br />1989 and every tenth year thereafter. <br />Authority: <br />Hawaii County Charter, Section 15-3, titled Mandatory Charter <br />Review., and Chapter 50, Hawai'I Revised Statutes. <br />Appointment: <br />Mayor, with Council approval. Members shall hold office until <br />the amendments or charter are ratified or rejected. <br />Full Membership: <br />Eleven (11) members. <br />Specific Representation: <br />No more than six shall belong to the same political party. One <br />member each from Puna, Ka'u, Kona, Kohala, Hamakua, Hilo <br />and five at- large. <br />Requirements: <br />Hold at least one public hearing in each of the geographical <br />areas of Puna, Kau, Kona, Kohala, Hamakua, and Hilo. <br />Meetings: <br />Monthly, second Friday of each month at the Hawaii County <br />Council Chambers, Hilo, at 1:30 p.m. Deviations allowed when <br />pre- announced and identified as "Special Meetings ". <br />Financial Disclosure: <br />Members must file Financial Disclosure within 20 working days <br />of taking the oath of office. Thereafter, annual disclosures must <br />be filed on or before January 31. The disclosures are <br />confidential and will be kept on file by the Board of Ethics. <br />County Code, Chapter 2, Section 2 -91.1. <br />Qualities: <br />Respected by the community as being community- minded and <br />oriented.
