<br /> <br />CHARTER COMMISSION <br /> <br />Purpose: To study and review the Hawai‘i County Charter beginning in 1989 and every <br />tenth year thereafter. <br /> <br />Authority: Hawai'i County Charter, Section 15-3, titled Mandatory Charter Review., and <br />Chapter 50, Hawai‘i Revised Statutes. <br /> <br />Appointment: Mayor, with Council approval. Members shall hold office until the amendments <br />or charter are ratified or rejected. <br /> <br />Full Membership: Eleven (11) members. <br /> <br />Specific Representation: No more than six shall belong to the same political party. One member each <br />from Puna, Ka‘ū, Kona, Kohala, Hāmākua, Hilo and five at-large. <br /> <br />Requirements: Submit a report of its activities, findings, and recommendations, including any <br />proposals to amend the Hawai‘i County Charter, to the Hawai‘i County Council <br />within one year of its appointment (June 29,2019). Hold at least one public <br />hearing in each of the geographical areas of Puna, Ka‘ū, Kona, Kohala, <br />Hāmākua, and Hilo. <br /> <br />Meetings: Monthly, second Friday of each month alternating between the Hawai‘i County <br />Council Chambers, Hilo, and Building A of the West Hawaiʻi Civic Center, at <br />1:30 p.m. Deviations allowed when pre-announced and identified as “Special <br />Meetings”. <br /> <br />Financial Disclosure: Members must file Financial Disclosure within 20 working days of taking the <br />oath of office. Thereafter, annual disclosures must be filed on or before January <br />31. The disclosures are confidential and will be kept on file by the Board of <br />Ethics. County Code, Chapter 2, Section 2-91.1. <br /> <br />Qualities: Respected by the community as being community-minded and oriented.
