8. December 30, 2019: Date the applicant submitted their request for time extension and <br />other amendments to Ordinance No. 09 159. <br />STATE AND COUNTY PLANS <br />9. State Land Use Designation: Urban. <br />10. General Plan Land Use Pattern Allocation Guide (LUPAG) Map: Urban Expansion <br />(UE), which allows for a mix of high density, medium density, low density, industrial, <br />industrial -commercial and/or open designations in areas where new settlements may be <br />desirable, but where the specific settlement pattern and mix of uses have not yet been <br />determined. <br />12. County Zoning: Multiple -Family Residential -30,000 square feet (RM -30). <br />13. Kona Community Development Plan (CDP): The Kona CDP, adopted by the Hawaii <br />County Council by Ordinance No. 08 131 on September 25, 2008, identifies the area as <br />situated within the "Kona Urban Area." Portions of the Kona CDP were recently <br />amended under Ordinance No. 19 91. <br />14. Special Management Area: The subject property is situated fully within the SMA but <br />does not have shoreline frontage. On September 22, 2009, the Planning Commission <br />approved SMA Use Permit No. 09-000034 to allow the development of a mix of 60 <br />single- and multiple -family residential units and related improvements. The effective date <br />of this permit was concurrent with the effective date of the subject rezone ordinance. <br />DESCRIPTION OF PROJECT SITE AND SURROUNDING AREA <br />15. Project Site: The subject, irregularly shaped property is situated at the southern end of <br />Alii Drive and the beginning of the Mamalahoa Highway Bypass, east (mauka) of the <br />highway and west (makai) of the Kona Country Club mauka golf course in the Keauhou <br />Resort. The subject parcel is currently vacant of any structures or other improvements. <br />16. Surrounding Zoning and Land Uses: Surrounding parcels include the Kona Country <br />Club mauka golf course to the north and east (zoned Open), open space zoned A -5a west <br />and south of the site, and a future access road to the south. <br />17. FEMA Flood Insurance Rate Map (FIRM): Zone X (area of minimal flood hazard <br />determined to be outside of the Special Flood Hazard Area). <br />-3- <br />
