Section 5-1-6. Licenses. <br /> When this construction administrative code or any of the construction codes require <br /> that a person be licensed pursuant to chapters 444, 448E, or 464, of the Hawaii Revised <br /> Statutes, such license must be valid in the State of Hawaii, unexpired, and unrevoked. <br /> Section 5-1-7. Computation of time. <br /> In computing any period of time prescribed or allowed by the construction <br /> administrative code, or by any applicable law or rule, the day of the act, event, or default <br /> after which the designated period of time begins to run shall not be included. The last day of <br /> the period so computed shall be included unless it is a Saturday, Sunday, or holiday, in which <br /> event the period runs until the end of the next day that is not a Saturday, Sunday, or holiday. <br /> When the period of time prescribed or allowed is less than seven consecutive days, <br /> intermediate Saturdays, Sundays, and holidays shall be excluded in the computation. As <br /> used in the construction administrative code, "holiday" includes any day designated as such <br /> pursuant to section 8-1, Hawaii Revised Statutes. <br /> Section 5-1-8. Additional time after service by mail. <br /> Whenever a party has the right or is required to do some act or take some proceedings <br /> within a prescribed period after the service of a notice or other paper upon the party, if the <br /> notice or paper is served upon the party by mail, two days shall be added to the prescribed <br /> period. This period shall begin as of the date of mailing. <br /> Article 2. Administration. <br /> Division 1. General. <br /> Section 5-2-1. Department having jurisdiction. <br /> Unless otherwise provided for by law, the director of public works, in the director's <br /> capacity as the authority having jurisdiction, shall have jurisdiction over and administer all <br /> matters covered by the construction code. <br /> Section 5-2-2. Duties of the authority having jurisdiction. <br /> The authority having jurisdiction shall administer the provisions of the construction <br /> code and amendments thereto and shall perform the following duties: <br /> (1) Administer and enforce the provisions of the construction code, including <br /> chapters: 5, the construction administrative code; 5A, the building code; 51), the <br /> electrical code; 5E, the energy conservation code; and 517, the plumbing code; in a <br /> manner consistent with the intent thereof, <br /> (2) Render interpretations of the construction code and adopt policies and procedures <br /> that are consistent with the intent and purpose of this code.
