v~,1YOFp1' <br /> COUNTY OF HAWAII • �''�=�;��/•,� STATE OF HAWAII <br /> RESOLUTION NO. 705 20 <br /> A RESOLUTION AUTHORIZING THE SUBMITTAL OF A THIRD FINANCIAL <br /> ASSISTANCE APPLICATION TO THE BUREAU OF RECLAMATION FOR THE <br /> PLANNING, DESIGN, AND CONSTRUCTION OF THE EXPANSION OF THE <br /> KEALAKEHE RECYCLED WATER TREATMENT AND DISTRIBUTION SYSTEM, <br /> AND AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE <br /> BUREAU OF RECLAMATION TO ACCEPT FUNDS FOR THE EXPANSION <br /> WHEREAS,the County of Hawaii desires to expand its recycled water system to serve <br /> additional properties to offset potable water use; and <br /> WHEREAS,the improvements to the Kealakehe Wastewater Treatment Plant (the <br /> Project) include the upgrade and expansion of the treatment facilities and the recycled water <br /> distribution system; and <br /> WHEREAS, the U.S. Bureau of Reclamation (USBR) has announced the availability of <br /> Fiscal Year 2021 funds for congressionally authorized water reuse and recycling projects through <br /> Title XVI under Public Law 102-575, as amended; and <br /> WHEREAS, the Project is a congressionally authorized Title XVI project under the <br /> Hawaii Resources Act of 2005; and <br /> WHEREAS, said funding is available for water recycling projects, including, but not <br /> limited to, treatment, storage, conveyance, and distribution facilities for non-potable recycling <br /> projects; and <br /> WHEREAS,the Department of Environmental Management previously submitted <br /> applications and was awarded Fiscal Year 2019 and Fiscal Year 2020 funds from the Bureau of <br /> Reclamation for financial assistance towards the planning, preliminary design and design of the <br /> Expansion of the Kealakehe recycled water treatment and distribution system; and <br /> WHEREAS,the Department of Environmental Management wishes to submit a third <br /> application to the Bureau of Reclamation for additional financial assistance from Fiscal Year <br /> 2021 funds towards the next phase of design work in the Expansion of the Kealakehe recycled <br /> water treatment and distribution system; and <br /> WHEREAS, a resolution is required to be adopted by the applicant's (Hawaii County) <br /> board of directors or governing body to authorize that the applicant commit to the financial and <br /> legal obligations associated with receipt of a financial assistance award as a condition set by the <br /> grantor to receive funding for the above project; and <br />
