In Phase 1, EPA recommended moving forward <br /> immediately to address thermal impacts of RF radiation. In Phase 2, <br /> acknowledging potential non-thermal effects, EPA proposed convening a group of <br /> national experts to address "modulated and nonthermal exposures."38 Three <br /> months later, EPA informed the FCC that it would have final guidelines by early <br /> 199639 based on technical input from the Radiofrequency Interagency Work Group <br /> (RFIAWG)4° in which the FCC participated. <br /> EPA never completed this work.41 By eliminating EPA's funding for it, <br /> Congress gave the FCC the authority to control limits on RF radiation from <br /> wireless services. With that authority came responsibility. <br /> 38 Memorandum from Robert F.
