Standards. The water system shall include, but not be limited to, the installation of the <br />necessary distribution pipeline, fire hydrants, and service laterals, 2) Submit construction <br />plans to the Department for review and approval, and 3) Pay a fee of four -tenths of one <br />(1) percent of the estimated costs for the construction of the water system, but not less <br />than $50.00, to cover the costs for plan review, testing, and inspection. <br />22. Wastewater: The applicant states the HWS operates the private sewer in Waikoloa and <br />is willing to service the project site via the West Hawaii Sewer Company (WHSC). <br />According to the WHSC the project site is not currently within the existing service <br />territory of WHSC but WHSC is more than willing to serve the project site as long as <br />PUC grants approval to expand the WHSC service territory to include the project site. <br />While WHSC is the only service provider in this area, territory expansion must be <br />approved by the PUC prior to development. The applicant did not provide any alternative <br />to wastewater treatment if PUC fails to approve the expansion. <br />23. Solid Waste: According to the applicant, solid waste will be handled through <br />commercial haulers or the individual homeowners into authorized landfill sites or transfer <br />stations. <br />24. Essential Utilities and Services: All essential utilities are available to the project site. <br />Police and fire services are available within two (2) miles of the project site. It should be <br />noted that there is no adequate coverage of warning sirens for Civil Defense, therefore <br />the applicant intends to install a new Civil Defense Siren and integrate it into the Hawai'i <br />Civil Defense system. <br />AGENCIES' COMMENTS <br />25.
