Special Management Area (SMA): The SMA is a part of the Coastal Zone Management <br />Program regulated by the County. The property is situated approximately 800 -feet from <br />the nearest shoreline and is not within the County's SMA. <br />DESCRIPTION OF PROJECT SITE AND SURROUNDING AREA <br />17. Project Site: The subject parcel has a total area of 14.973 acres and is irregular in shape. <br />The parcel is located on the west (makai) side of the Hawaii Belt Road (State Route 11), <br />directly across from the Pualani Estates Subdivision. The Wai`aha drainageway bisects <br />the subject parcel which has affected the configuration of the parcel boundaries. The <br />majority of the subject parcel is overgrown with thick stands ofKiawe, with a small <br />access road (paved) which enters the parcel along Route 11 that includes a utility pole <br />line along its northern boundary. <br />18. Surrounding Zoning and Land Uses: Lands in the vicinity of the proposed project are <br />zoned as such: to the north and north-east there are large Agricultural -5 acres (A -5a) <br />zoned parcels; to the west/south-west and across Kuakini Highway is a residential <br />subdivision zoned single-family residential -10,000 square feet (RS -10) (Kahakai Estates <br />Subdivision); directly to the west is a multiple -family residential (RM -2.5) zoned parcel, <br />also owned by the applicant. The subject parcel borders the Hawaii Belt Road; across the <br />highway and to the east of the subject parcel is the single-family residential 7,500 square - <br />foot (RS -7.5) zoned Pualani Estates Subdivision. Directly south, and adjacent to the <br />subject parcel is agricultural zoned parcels varying between 1 and 5 -acres (A -la & A-5 a). <br />19. FEMA Flood Insurance Rate Map (FIRM): Approximately 90% of the property is <br />located within Federal Emergency Management Agency (FEMA) Flood Zone X, an area <br />considered to have a minimal flood hazard. The remaining portion of the property lies <br />within the FEMA Flood Zone AE, which is a portion of the Wai`aha Drainageway <br />Splitflow #2. A Conditional Letter of Map Revision (CLOMR) to allow for <br />improvements and adjustments to the Flood Insurance Rate Map (FIRM) was submitted <br />and adopted by FEMA on September 29, 2017.
