PROJECT LOCATION <br />The subject property, consisting of 14.973 acres, is located on the makai <br />side of the extension of the Queen Ka'ahumanu Highway (Hawai'i Belt <br />Highway), generally between the towns of Kailua and Keauhou in North <br />Kona. It is situated within the land divisions of Puapua'a 1St and 2nd, North <br />Kona and is identified by TMK: 7-5-17: 1. <br />More specifically, the subject site is located approximately % mile southy,of <br />the intersection of Hualalai Road and the Belt Highway and '/4 mile north <br />of the Kuakini Highway/Belt Highway intersection. There is a self -storage <br />facility on the south side of the subject property. The Pualani Estates <br />Subdivision is located near the subject site on the mauka side of the <br />Highway. (Figures 1 and 2) <br />III. PROPOSED PROJECT AND EXISTING AND PROPOSED REZONING <br />CONDITIONS <br />A. Project Concept <br />1. Original Concept <br />The applicant initially proposed to develop a neighborhood <br />commercial shopping center to primarily serve residents of the <br />neighboring residential subdivisions along the makai side of Kuakini <br />Highway and the Pualani Estates Subdivision. While it would also <br />capture some of the commuting traffic, it is not intended to be a <br />regional shopping center. <br />The 93,600 square foot complex,to would have included a number <br />of structures, which would house uses ranging from financial <br />institutions, restaurants, convenience store, office space, and a gas <br />station. Also proposed were 500+ parking stalls, inclusive of <br />handicapped stalls and the required loading zones. Some of the <br />structures were proposed to two-story in height, with a maximum <br />height of 30 feet. The thought was to have multiple, rather than a <br />single or two large structures to- reduce the overall visual impact of <br />the project. <br />The principal access from the Hawaii Belt Road would have been <br />at the north end of the property. This intersection would have been <br />fully channelized and signalized. A right -in, right -out only access at <br />the south end was also proposed. Further, also proposed was a <br />
