The CN -20 zoning occurred <br />subsequent to the most recent revisions to the General Plan <br />(February 2005). At that time, the zoning was deemed to be <br />consistent with the LUPAG map. <br />The requested zoning would be consistent with the goals, policies, <br />and standards of the General Plan document. <br />For one, it would provide limited short-term economic opportunities <br />largely through the construction of any improvements required for <br />the neighborhood shopping center project. Relatedly, longer-term <br />opportunities could be created largely in the form of retail and office <br />workers within the project. By serving as a potential transportation <br />hub as noted in the Kona CDP, it would provide services to the <br />surrounding residential areas and in.so doing, create a more stable <br />community. Further, it should add revenues to the County and <br />State coffers in terms of the various forms of taxes, such as general <br />excise, corporate, real property, and personal income. <br />In that regard, the request would not be contrary to and supportive <br />of the following goals, policies and standards of the General Plan. <br />Economic Element: <br />• Provide residents with opportunities to improve their quality <br />of life through economic development that enhances the <br />County's natural and social environments. <br />• Economic development and improvement shall be in balance <br />with the physical, social, and cultural environments of the <br />island of Hawaii. <br />• Strive for diversity and stability in the economic system. <br />• Strive for an economic climate that provides its residents an <br />opportunity for choice 'of occupation. <br />e Strive for full employment. <br />Land Use Element: <br />• Designate and allocate land uses in appropriate proportions <br />and mix in keeping with the social, cultural, and physical <br />environments of the County. <br />21 <br />
