REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: September 15, 2020 Re: Comm. No. 1059/Bill No. 196 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 9:03 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Bill No. 196, reports as follows: <br /> Bill No. 196, transmitted by Council Member Susan L. K. Lee Loy, via Communication No. 1059 <br /> dated August 27, 2020, amends Chapter 2, Article 4, of the Hawai`i County Code 1983 (2016 Edition, <br /> as amended), by adding a new section relating to Fiscal Impact Statements. <br /> This bill allows for the Finance Director to initiate, or any Council Member to request from the <br /> Finance Director, a Fiscal Impact Statement for any Bill for an Ordinance, except for Bills that <br /> initiate an amendment to the Hawai`i County Charter or that establish the upcoming fiscal year <br /> operating budget or capital budget. <br /> A motion to move Bill No. 196 to Council with a positive recommendation was made by Council <br /> Member Susan Lee L. K. Loy, and seconded by Council Member Herbert M. "Tim" Richards, III. <br /> Discussion on Fiscal Impact Statements had, and although not mandatory, would be a great tool for <br /> Council Members to better understand how a particular legislation would financially impact the County, <br /> allowing them to make better decisions for our island County, especially going forward from COVID-19 <br /> when budget analysis is critical. Additionally, the value of not passing a particular legislation may end up <br /> the result, as well; and the idea of valuing environmental degradation and loss of cultural resources could <br /> be considered.
