BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED) <br />Pursuant to Hawaii Revised Statutes §46-7, the County may enter into agreements with "any public body" <br />with the consent of Council. R&D is requesting that Council approve a resolution authorizing R&D to enter <br />into an inter -government agreement with the State of Hawaii Department of Health, a public body, for the <br />purposes of funding its program, "2020 Fall Hawai'i County Food Access Virtual Summit and 2021 Summer <br />Hawaii County Food Access Summit", pursuant to HCC 2-139(3)(c). <br />The Hawaii County Food Access Summits will bring together stakeholders from different sectors in the food <br />system including: Hawaii County residents, food system leaders, ranchers, famers, agricultural industry <br />support organizations, educators and students, politicians, and cultural practitioners. The summit will build <br />collaborative capacity, collect data for network mapping and food system study, showcase successful <br />projects, and continue the momentum created by the 2018 and 2019 Food Summits towards buidling a more <br />equitable, inclusive, sustainable, resilient food and agriculture system for Hawaii. The project will support the <br />development of future Supplemental Nutrition Assistance Program - Education (SNAP -Ed) plans. The SNAP - <br />Ed program seeks to create policy, systems, and environmental changes that ensure healthy food access in <br />SNAP -eligible populations. <br />SIGNED: DATE: <br />Departme ead <br />
