In general, the proposed amendments are to: Amend Chapter 2, Article 40, Administration, Department of Environmental Management: • Sec. 2-201: Amends language regarding director's qualifications. • Sec. 2-202: Adds language that functions may be prescribed by mayor. • Sec. 2-203: Adds recycling to programs of the solid waste division. • Sec. 2-204: Removes enforcement of Chapter 20 from Chapter 2. • Sec. 2-205: Removes penalties of Chapter 20 from Chapter 2. • Sec. 2-207: Section number changed from 2-204 to 2-207. e Amend Chapter 14, General Welfare: • Article 20, Secs. 14-1115 to 14-119, Plastic Bag Reduction: Moved from Chapter 14 and placed in Chapter 20. • "Littering": Moved from Chapter 20 to Chapter 14.
