REQUEST: <br />A Resolution to enter into Memorandum of Agreement with State of Hawai'i Emergency Management <br />Agency to receive funds to support planning scoping project objectives of and activities related to the <br />mitigation project entitled "5% Shoreline and Riparian Setbacks for Hawaii County Analysis, HMGP #4366- <br />03-05". This project ensures the development and implementation of a long- term disaster recovery plan and <br />program, with a focus on hazard mitigation. This project is in support of State and County commitments <br />toward long-term strategies to reduce the risks of natural hazards and will reduce future losses. The project <br />will establish research -base for shoreline and riparian setbacks in order to update building and development <br />codes and to integrate with the County and State Hazard Mitigation Plan(s). <br />Requesting bill for an Ordinance to create an expenditure account and appropriate $195,727.00 with an <br />associated revenue account. Requesting a waiver from the Finance Committee and that the resolution -and <br />bill be placed on the next Council meeting agenda. <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />Without the MOA, the County will not be able to perform obligations under the grant award (HMGP #4366- <br />03-05). Further, these funds have related scope with executed contract funds of $100,000 under the Coastal <br />Zone Management Program (CZM). <br />The overall project is needed to provide the foundational research needed to establish setbacks based on <br />scientific determinations of historical, site-specific rates of change. These rates will then be incorporated into <br />the County's shoreline setback policy and regulatory and nonregulatory tools used to manage our riparian <br />areas. This project will provide information that may protect coastal regions from hazardous development as <br />well as educate the public on natural hazards associated with various coasts. Additionally, results from this <br />project may influence land management decisions near the coast; anthropogenic activity may be mitigated <br />with the new knowledge of how Hawaii's coastlines are changing and will continue to change in the future. <br />Finally, results from this study will inform future mitigation projects that would address structures and <br />infrastructure at risk to shoreline loss and riparian zone reduction during heavy rainfall. <br />Objective 1: The project will recommend mitigation strategies based on a gap analysis and research and <br />analysis of the management tools to more effectively reduce risk to coastal hazards: <br />Objective 2: The project will provide the findings needed to adopt shoreline setbacks and riparian buffers through <br />existing regulatory and nonregulatory tools in order to manage impacts and adapt to increased risk from <br />more intense rainfall. <br />SIGNED: DATE: 9" Z .1 <br />a/ D p rtment Head <br />
