REQUEST: <br />DEPARTMENT OF FINANCE <br />REQUEST FOR COUNCIL ACTION <br />Research and Development DATE: <br />Frecia Cevallos <br />PHONE <br />October 13, 2020 <br />961-8505 <br />A resolution is requested authorizing the Department of Research and Development to receive funds from <br />the State of Hawaii Hawaii Tourism Authority in the amount of $25,000.00 for the implementation of the <br />Hawaii Island Tourism Strategic Plan (TSP), by developing a Destination Management Action Plan (DMAP) <br />for the island. The purpose is ensure that the TSP and DMAP actions are aligned to appropriately redefine, <br />reset and rebuild the visitor industy over a three-year period. A collaborative process will also be implmented <br />to identify areas of need that require management for proactive mitigation planning. <br />A bill to appropriate funds, and a Request to Waive: Finance Committee and 5 -Day Holdover due to time <br />constraints are also requested. <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED: <br />Pursuant to Hawaii Revised Statutes §46-7,, the County may enter into agreement with "any public body" <br />with the consent of Council. R&D is requesting that Council approve a resolution authorizing R&D to enter <br />into an inter -government agreement with the State of Hawaii Hawaii Tourism Authority, a public body, for <br />the purposes of funding the "Destination Management Action Plan (DMAP)", pursuant to HCC 2-139(3)(c). <br />The purpose of the Destination Management Action Plan's (DMAP) purpose is to implement the Hawaii Island <br />Tourims Strategic Plan (TSP) and lift up the visions and values shared by Hawaii Island communities and <br />visitor industry, with a focus on redefining and reseting tourism's direction over a three-year period. A <br />collaborative process to identify areas of need that require management for proactive mitigation planning will <br />be included. The end result will be a DMAP that is closely aligned with the TSP, with clear, actionable items, <br />timelines, roles of stakeholders/agencies responsible for implementation, and measure of success. The <br />DMAP will prioritize actions that meet the communities' values and lifestyles, minimizes impact, provides <br />experience for residents and visitors alike, and bring the desired economic and social benefits to its <br />residents. <br />SIGNED:.
