REQUEST: <br />This is a request for a resolution to enter into an agreement with the U.S. Department of Housing and Urban <br />Development for the purpose of receiving and administering a Community Dov <br />elopment Block Grant for <br />Disaster Recovery (CDBG-DR) to provide disaster relief and recovery from the 2018 K-ilauea lava eruption. <br />Request to amend Ordinance 20-45, the Operating Budget for FY 2020=2021, to appropriate funds 'up to <br />$83,841,000, <br />In order to expedite the receipt of these hese grants we request to waive Finance Committee, and to have this <br />resolution and appropriation ordinance placed on the November 6, 2020, Council Meeting agenda. <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS *NEEDED): <br />In December 2019, the U.S. Department of Housing and Urban Development (HUD) announced <br />appropriations of $83.84 million in. Community Development Block Grant -Disaster Recovery (CDBG-DR) <br />funds to Hawaii County to support disaster relief, long-term recovery, and restorationof infrastructure, <br />housing and economic revitalization. The notice e published in the Federal Register requires grant recipients to <br />"primarily consider and address its unmet housing recovery needs." Funds may be used for unmet economic <br />revitalization and -infrastructure that is not related to housing if there is no, remaining unmet housing need <br />An Action Plan for these CDBG-DR grant funds that details disaster impacts, unmet recovery needs and <br />identified projects with funding allocation has been approved by HUD.
