JA 20 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAWAII RISE <br />FOUNDATION TO ASSIST HAWAII COMMUNITY COLLEGE WITH ITS MOBILE <br />GREENHOUSE TRAINING PROGRAM. <br />WHEREAS, Hawaii Rise Foundation, a 501(c)(3) nonprofit organization, was founded <br />by local business and community leaders seeking to use their expertise and resources to create <br />opportunities for those in need to grow and thrive through its support and educational services <br />and programs; and <br />WHEREAS, Hawaii Rise Foundation is collaborating with Hawaii Community College <br />(HCC) to establish a mobile greenhouse that uses Controlled Environment Agriculture, which is a <br />technology-based approach for food production using techniques such as hydroponics, aeroponics, <br />aquaculture, or aquaponics inside a controlled environment structure; and <br />WHEREAS, HCC's Mobile Greenhouse Training program will provide courses and <br />training to agriculture and electronics technicians to teach skills that are in high demand in <br />existing and emerging diversified agriculture industries and essential to Hawai `i Island's efforts <br />to become more resilient in terms of local food production; and <br />WHEREAS, Hawai `i Rise Foundation is requesting funds to purchase a container to be <br />used as a mobile greenhouse for HCC; and <br />WHEREAS, one of the program objectives of the Department of Research and <br />Development is to support the expansion of agricultural industries and methodology, such as <br />hydroponics, through farmer training programs; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, activity, <br />service, equipment, materials, or supplies for which the grant shall be used; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br />Contingency Relief funds from Council District 4 will be appropriated to the Department of <br />Research and Development to provide a grant to Hawaii Rise Foundation to assist Hawaii <br />Community College with its Mobile Greenhouse Training program. <br />BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby <br />transfers/appropriates the following amount as set forth below: <br />
