BACKGROUND AND JUSTIF•'ICATION, USE ADDITIONAL SHEETS AS NEEDED . <br /> The Civil Defense Agency owns several sets of pallet rack vertical support structures, but the vertical <br /> members require horizontal pallet rack beams to make a complete functioning rack, which Civil Defense <br /> does not currently possess. <br /> On Monday, November 23, 2020, I attended a meeting at Pacific Wireless Communications' Hilo office and <br /> noticed unused pallet rack beams in a corner of the warehouse. Those pallet rack beams were exactly what I <br /> was missing to complete the set I already had. I was then offered the beams as a donation by the PWC <br /> supervisor.
