This appropriation reflects funding allocations received from <br /> the Department of Labor and industrial Relations for the Program Year(PY) 2018. The <br /> bill sets up the proper accounts to receive and expend the WIOA funds. <br /> The Office of Housing and Community Development(OHCD) indicates that the funds <br /> will be utilized to assist youth by providing services that will train individuals to increase <br /> employment, retention, earnings, skills, and literacy. This will improve the quality of the <br /> workforce, reducing welfare dependency and enhancing the productivity and <br /> competitiveness of the local economy. <br /> The Office of Housing and Community Development is requesting that this bill be <br /> waived from Finance Committee and be placed on the December 23, 2020 Council <br /> agenda to expedite the receipt of these funds.
