Chung, Council Chairperson And Members of the Hawaii County Council FROM: Ashley L.Kierkiewicz, Council Memb r SUBJECT: Formation of an Ad Hoc Committee Relating to the Appointment of a New County Auditor Pursuant to Rules of Procedure and Organization for the Hawaii County Council, Rule No. 7—Ad Hoc Committees,I am requesting the creation of an Ad Hoc Committee to make recommendations to the full Council regarding the appointment of our next County Auditor. Given the urgency of this matter,I am kindly requesting this item be placed on the December 23 Council agenda. The Hawaii County Charter,Article III, Section 3-18 establishes the Office of the County Auditor, an independent office within the legislative branch,headed by a County Auditor who shall be appointed by the County Council and shall serve for a period of six years. For the purpose of assuring compliance with Subsection(b)(1)(A)of HRS Chapter 92,the Council meeting of December 23, 2020 shall serve to notice"assignment"of the ad hoc committee created by the County Council. I am recommending this ad hoc committee be compromised of four Council Members (to be determined by deliberative proceedings during the December 23,2020 Council meeting). The purpose of the ad hoc committee is to review applications, conduct interviews, and score applicants in order to identify a short list of candidates who will advance to a round of interviews and final decision by the full Council.
