FINAL STATUS OF HSAC BILLS AND BILLS THAT MAY BE OF INTEREST TO <br />HSAC <br />HB 1716 - SB 2172, SD1 <br />RELATING TO HOUSING DEVELOPMENT. <br />Authorizes each county legislative body the ability to review and approve land use <br />district boundary amendments for affordable housing projects on 15 acres or less. <br />HHFDC, and Office of Planning requested an amendment to clarify that, for <br />projects greater than 15 acres, the LUC approve with modifications or disapprove <br />any boundary changes within 45 days, and that the petition shall be approved if <br />not disapproved on the 46th day. <br />SB 2172, SD1, passed Second Reading and was referral to WAM, no further <br />action was taken on the measure <br />SB 3104, SD2, the omnibus housing bill, in Part III, Section 15; provided that for a <br />development, the majority of which is for affordable housing, a county decision making <br />authority may be petitioned for a change in a district boundary involving lands that are <br />not: <br />Designated conservation; <br />Designated important agricultural lands; or <br />Lands with Land Study Bureau productivity rating of Class A or B. <br />Prohibits "parceling" or lands for development. <br />SB 3104 was passed by the Senate, passed First Reading in the Senate and referred to <br />HSG/FIN <br />H13 1720 - SB 2175 <br />RELATING TO TORT LIABILITY. <br />Makes an exemption from tort liability for the State and counties arising from lifeguard <br />services, except for gross negligence or wanton acts or omissions. <br />Passed First Reading, referred to JUD, FIN <br />SB 2175 Passed First Reading, referred to PSM, JDC <br />
