Chung, Council Chair <br />and Members of the County Council <br />County of Hawaii <br />25 Aupuni Street <br />Hilo, HI 96720 <br />Dear Chair Chung and Council Members: <br />Thomas Raffipiy, Chair <br />John Replogle, Vice -Chair <br />Gilbert Aguinaldo <br />Dean Au <br />Joseph Clarkson <br />SUBJECT: Amendment to Change of Zone Ordinance No. 10 32 <br />(AMEND REZ 09-000103) <br />Applicant: Ikaika Ohana (formally Giampaolo "Paul" Boschetti) <br />Request: Amendment to Conditions E (Time to Complete Construction), <br />Condition G (Time to Dedicate Road Widening Strip), Condition J <br />(Requirement to Install Streetlights and Traffic Control Devices), <br />Condition P (Fair Share Requirements), and Condition R (Impact <br />Fees) <br />Tax Map Key: 2-4-025:048, 053, and 080 <br />The Windward Planning Commission, at its meeting held on November 5, 2020, reviewed and <br />considered the application for a 5 -year time extension to complete construction and deletion for <br />additional parking requirements in Condition E (Time to Complete Construction), a 1 -year time <br />extension to Condition G (Time to Dedicate Road Widening Strip), deletion of Condition J <br />(Requirement to Install Streetlights and Traffic Control Devices), deletion of Condition P (Fair <br />Share Requirements), and deletion of Condition R (Impact Fees) of Ordinance No. 10 32, which <br />reclassified 5.05 acres of land from a Single -Family Residential — 7,500 square feet (RS -7.5) and <br />Multiple -Family Residential -1,500 square feet (RM -1.5) zoned district. The subject properties <br />are located south of Kukuau Street, on the west side (mauka) of Kapi`olani Street above the <br />County Police Department Headquarters building, Kukuau 1St, South Hilo, Hawaii. <br />At its meeting on November 5, 2020,the Windward Planning Commission voted to forward a <br />favorable recommendation to the County Council for amendments to Change of Zone Ordinance <br />10 32 with changes to the Director's recommended additional parking requirement from 1.8 to <br />1.5 parking spaces per dwelling unit in Condition E (Time to Complete Construction). <br />Additionally, the Windward Planning Commission voted to delete Condition J (Requirement to <br />Install Streetlights and Traffic Control Devices), which was counter to the Planning Director's <br />recommendation. <br />Hawaii County is an Equal Opportunity Provider and Employer <br />
