REQUEST: <br />11/17/2020 <br />961=8600 <br />To change the FTE of position # 00-04942, Aging & Disability Services Specialist I, from part-time to full- <br />time. <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />BACKGROUND: Office of Aging currently has two half-time Aging & Disability Services Specialist <br />positions. The office is seeking to change the FTE of one of these positions to full-time and unfund the other <br />half-time position. Aging & Disability Services Specialist's provide information, assistance and referrals to <br />those seeking support. These front line employees work directly with kupuna, people with disabilities and <br />caregivers to improve access to services. <br />JUSTIFICATION: <br />Operational: Having part-time Aging & Disability Specialists has not been effective in providing the most <br />timely or efficient service to the community. When employees only work part-time they are often not in the <br />office to respond to calls and the exchange of information with the families they are helping can be delayed. <br />If an urgent matters arises in a case and the employee is not in the office, it puts undue burden on the other <br />employees to get up to speed on the matter in order to help and takes them away from working their own <br />cases. <br />Finanical: It is more cost effective to have one full-time position as opposed to two part-time positions <br />because the insurance premium obligation is reduced. <br />All Aging & Disability Services Specialist postions are funded through State grant funds. <br />SIGNED: 'I% { DATE. <br />Department Head <br />
