Chung, Council Chair <br /> and Members of the County Council <br /> County of Hawaii <br /> 25 Aupuni Street <br /> Hilo, HI 96720 <br /> Dear Chair Chung and Council Members: <br /> SUBJECT: Amendment to Change of Zone Ordinance No. 09-132 (REZ 05-000010) <br /> Request: Amendment to Condition V (Scope and Timing of Road <br /> Improvements) and Condition S (Scope and Timing of Park <br /> Improvements) <br /> Applicant: Palamanui Global Holdings, LLC <br /> Tax Map Key: 7-2-005:001 (Por.) <br /> The Leeward Planning Commission, at its meeting held on November 19, 2020, reviewed and <br /> considered the application to amend Condition V(Scope and Timing of Road Improvements) <br /> and Condition S (Scope and Timing of Park Improvements) of Ordinance No. 09-132, which <br /> amended Ordinance No. 06-105, which rezoned 725 acres from an Agricultural- 3 acres (A-3a) <br /> and Open to a Project District zoning district for a mixed-use development known as Palamanui <br /> Development. The property is located northeast of the Kona International Airport at Keahole, <br /> between Queen Ka`ahumanu Highway and Makalei Estates Subdivision, Ka`u, North Kona, <br /> Hawai`i. <br /> The Leeward Planning Commission voted to forward a favorable recommendation to the County <br /> Council as recommended by the Planning Director with amendments to Condition R(former <br /> Condition S), Condition U (former Condition V), and Condition AA (former Condition X). <br /> Specifically, they amended Condition R to clarify that the applicant will develop the Phase II <br /> park improvements and dedicate to the County prior to development of the 500th residential unit, <br /> rather than dedicate undeveloped land to the County. Condition U1 was amended to remove any <br /> reference to connection of University Drive with Makalei Drive because Makalei Drive is a <br /> privately owned road. Finally, Condition AA was amended to indicate that construction vehicles <br /> Hawai'i County is an Equal Opportunity Provider and Employer- <br />
