Roth, via Communication No. 41, dated December 8, 2020, <br /> submitting for the Council's review and confirmation the appointment of Mr. Scott Uehara as <br /> Director of Information Technology. <br /> Mayor Roth introduced Mr. Uehara as a hard worker and proactive leader. Mr. Uehara took the <br /> initiative to pull together a work group of county information technology (IT)professionals to <br /> envision changes to the county's IT structure and also developed a resiliency plan which was <br /> included with his resume. Mr. Uehara earned his BA (Bachelor of Science) degree from <br /> University of Hawaii at Hilo and has held numerous IT positions in County and State <br /> institutions, including eight years with the Hawaii Police Department in Hilo. <br /> Mr. Uehara was present and thanked Mayor Roth for nominating him as IT Director. Mr. Uehara <br /> discussed his vision to expand the focus of the IT Department to include an external component <br /> including broadband connectivity for the underserved. Mr. Uehara also stressed the need to <br /> improve the IT help desk to support County employees. <br /> Pursuant to Article VI, Section 6-4.2 of the Hawaii County Charter, "The director of <br /> information technology shall be appointed by the mayor, confirmed by the council and may be <br /> removed by the mayor." And Article VI, Section 6-4.3 of the Hawaii County Charter, "The <br /> director of information technology shall have had a minimum of five years of experience in the <br /> field of electronic data processing, telecommunications networking, and development, <br /> implementation and operation of business-oriented applications, at least three years of which <br /> shall have been in an administrative and managerial capacity in a computer system environment <br /> at least comparable to that of the county's system." <br /> GOREDC Report No.4 <br />
