Fax(808)961-8569 <br /> January 14, 2021 <br /> Maile Medeiros David, Council Chair and <br /> Members of the Hawaii County Council " <br /> Hawaii County Council <br /> 25 Aupuni Street 4 <br /> Hilo, Hawaii 96720 <br /> Re: Operating Budget <br /> Enclosed is a resolution to enter:into an agreement with the State of Hawaii Department <br /> of Labor and Industrial Relations Workforce Development Council to receive their <br /> National Dislocated Worker Disaster Recovery Employment grant. <br /> Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating <br /> $494,500 into the Office of Housing and Community Development's Workforce <br /> Innovation and Opportunity Act (WIOA) Disaster Recovery DWG accounts. This <br /> appropriation reflects funding allocations received from the Department of Labor and <br /> Industrial Relations Workforce Development Council for the Program Year(PY) 2021 in <br /> response to the COVID-19 pandemic. The bill sets up the proper accounts to receive and <br /> expend the WIOA Disaster Recovery funds. <br /> The Office of Housing and Community Development(OHCD) indicates that the funds <br /> will be utilized to assist dislocated workers by providing disaster relief education/training <br /> and humanitarian assistance employment in Hawaii County. <br /> The Office of Housing and Community Development is requesting that this bill be <br /> waived from Finance Committee and be placed on the February 3, 2021 Council agenda <br /> to expedite the receipt of these funds.
