Roth, dated December 30, 2020, <br /> nominates Michelle Galimba to the Windward Planning Commission. <br /> Executive Assistant to the Mayor, Pomaika`i Bartolome, was in Chambers to introduce the <br /> nominee. Michelle Galimba has been a resident of Hawaii Island for more than 45 years, and <br /> has been working as a rancher since 1999. Ms. Galimba is from District 6 and has been an <br /> advocate for appropriate and responsible land use. She serves on the Big Island Resource <br /> Conservation and Development Counsel, the USDA Farms Service Agency committee, and the <br /> USDA Advisory Counsel. If confirmed, she will serve a term ending December 31, 2022. <br /> Committee Member Chung asked for clarification on why her residence is listed in Na`alehu, but <br /> her Council District is listed as District 5. Ms. Galimba responded that is must have been a <br /> possible mistake. Mr. Chung suggested that it be noted she lives in District 5, but she is still <br /> qualified. <br /> Committee Member Kaneali`i-Kleinfelder brought up a Point of Information and asked if she <br /> lived in District 5. Ms. Galimba replied that she lives in Na`alehu. Mr. Kaneali`i-Kleinfelder said <br /> that is in District 6. <br /> Committee Member Sue Lee Loy brought up a Point of Order and said that Charter Article 7, <br /> Section 6-7.3 states that"There is established a windward planning commission that shall have <br /> jurisdiction over the area consisting of the judicial districts of Puna, South Hilo,North Hilo, <br /> Hamakua, and Ka`u." She believes that for this particular commission the judicial districts rather <br /> than the specific district Ms. Galimba votes in. <br /> Committee Members Maile David, Tim Richards and Heather Kimball expressed their support <br /> for Ms. Galimba's nomination. Committee Chair Ashley Kierkiewicz confirmed that <br /> Ms. Galimba is able to be nominated to serve, regardless of the error of district residence listed, <br /> as the charter looks for representation based on judicial districts. <br /> PC Report No.: 5 <br />
