No. 59/Bill No. 13 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii <br /> TIME: 9:03 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill No. 13, reports as follows: <br /> Bill No. 13, transmitted by Finance Director Deanna S. Sako, via Communication No. 59 dated <br /> December 30, 2020, amends the Capital Budget, Ordinance No. 20-44, as amended, relating to <br /> public improvements and financing thereof for the fiscal year July 1, 2020 to June 30, 2021. <br /> This bill reappropriates lapsed fuel tax funds from past fiscal years by establishing the following <br /> program appropriations to the Capital Budget: Kawailani/POhakulani/Ainaola and <br /> Kawailani!`Iwalani Traffic Signals Engineering Project($10,546.40). <br /> Department of Public Works (DPW) Director Ikaika Rodenhurst and Director Sako were in <br /> attendance. Council Members had questions and comments regarding the processes of <br /> reappropriation of funds, timelines and change orders. <br /> Pursuant to Hawaii Revised Statutes Section 243-5 and Hawaii County Charter 10-10, the <br /> Council is authorized to fix the fuel tax rates for the county and may re-appropriate lapsed funds <br /> at the end of two fiscal years.
