REPORT OF THE COMMITTEE ON REGENERATIVE AGRICULTURE, WATER, ENERGY, AND ENVIRONMENTAL MANAGEMENT DATE: January 20, 2021 Re: Communication No. 69 PLACE: Council Chambers Hilo, Hawai i TIME: 10:45 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Regenerative Agriculture, Water, Energy, and Environmental Management, to which was referred Communication No. 69, reports as follows: Communication No. 69, transmitted by Mayor Mitchell D. Roth, dated December 24, 2020, nominates Brian Ley of Council District 4 to the Game Management Advisory Commission. A motion to move Communication No. 69 to full Council with a positive recommendation was made by Council Member Ashley Kierkiewicz; seconded by Council Member Susan Lee Loy. Introduced by P6maika`i Bartolome, Executive Assistant to Mayor Mitch Roth, Mr. Brian Ley is a 14-year resident of Hawaii Island and an active community member familiar with the State Department of Land and Natural Resources and the Game Management Commission, with his focus on the preservation of hunting, fishing, and cultural gathering rights. Mr. Ley addressed Your Committee expressing his willingness to serve on the County of Hawaii Game Management Advisory Commission as he has been an avid hunter for most of his life and understands the challenges and management opportunities that are available. Council Members and Chair Herbert M. "Tim" Richards, III commented in favor of the appointment. Chair Richards informed Mr. Ley that he does not need to appear at the next Council meeting for confirmation of his appointment. Pursuant to Article IV, Section 4-4 of the Hawaii County Charter, advisory commissions and members of advisory commissions may be appointed by the mayor, and members of such advisory commissions shall serve a term co-terminus of the mayor.
