Land use in Hawaii is the most regulated of all the fifty <br />states. Providers seeking to deploy broadband infrastructure must contend with layers <br />of permitting and approvals at both the State and county levels. According to many <br />providers, the State and county permitting and approval processes for infrastructure <br />deployment can take years, even for upgrades to existing infrastructure. For this <br />reason, the streamlining of permitting and approval processes is of even greater import <br />in this State than others. <br />Hawaii is also unique in that it is the only state with a single public school district <br />encompassing the entire State. This system, administered through a State Department <br />of Education (DOE) by an appointed State Board of Education, was created to ensure <br />that each public school in the State has access to the same level of resources and <br />support. For broadband adoption, this unified system can create advantages in the <br />implementation of programs across the State and disadvantages because of the limited <br />financial resources of the DOE that must be spread across all schools for <br />implementation of such programs. <br />ed Competitior <br />Hawaii's remote location and relatively small market has resulted in limited competition <br />in broadband service providers and transpacific backhaul providers.
