REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> Re: Comm. No. 97 <br /> DATE: February 2, 2021 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii <br /> TIME: 3:03 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Communication No. 97, reports as follows: <br /> Communication No. 97, transmitted by Mayor Mitchell D. Roth, dated January 8, 2021, nominates <br /> Mattson Davis to the Board of Appeals. <br /> Executive Assistant to the Mayor, Pomaika`i Bartolome, was in Hilo Chambers to introduce the <br /> nominee. Mr. Davis has called Hawaii Island home since March 1997. In that time, he has accumulated <br /> more than 23 years of experience in business and responsible development, as Owner/Proprietor of <br /> Magics Beach Grill, Consultant/Managing Partner with Manini Holdings, LLC, and Ulu Development, <br /> LLC and former President and CEO of Kona Brewing Company. Mr. Davis is an active community <br /> volunteer, working with multiple agencies on the issue of homelessness, is a former founding board <br /> member and chair of the marketing committee for the Kailua Village Business Improvement District, <br /> and is past President of the Big Island Chapter of the Hawaii Restaurant Association. If confirmed, he <br /> will serve a five year term ending December 31, 2025. <br /> Committee Member Holeka Inaba asked if Mr. Mattson would be able to go against the decision of the <br /> Planning Director and be fair if projects related to his business go through Planning Commission and the <br /> Planning Department, to which Mr. Mattson replied that he would put principle over personality and that <br /> he would be fair. <br /> Committee Member Sue Lee Loy directed a question to Ms. Bartolome asking how the administration is <br /> rounding out representation on the Board of Appeals, and also how Mr. Mattson would define <br /> "responsible development." Mr. Mattson responded that there are certain areas appropriate for <br /> development, but it is important to be aligned with the General Plan. He then expressed that responsible <br /> development is not what is the fastest but what's smartest for the long-term. <br /> Committee Chair Ashley Kierkiewicz and Committee Member Rebecca Villegas expressed their <br /> gratitude for his willingness to serve the community and that he would make a good fit on the Board of <br /> Appeals. She informed him that he will not have to appear in person at Council for his final <br /> confirmation. <br /> PC Report No.: 7 <br />
