COUNTY O F HAWAII RESOLUTION NO. STATE OF HAWAII 59 2:1 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAWAII RISE FOUNDATION TO ASSIST WITH EXPENSES IN PREPARATION FOR THE 2021 MAKAHIKI COMMUNITY CELEBRATION. WHEREAS, Hawaii Rise Foundation is a 501(c)(3) nonprofit organization that supports the vulnerable, moderate to low-income families, children, and elderly through a broad range of community initiatives and educational and cultural programs; and WHEREAS, Hawaii Rise Foundation will be working with the Keli`i William Ioane Legacy Foundation to prepare for the traditional Makahiki festival that has been and continues to be a critically important time in the Hawaiian culture, as a season of peace, rest, and ceremonies to honor Lono and bring our communities together toward prosperity; and WHEREAS, the 2021 Makahiki opening ceremony will be held in November at Kulapae in Keaukaha Park followed by the celebration at Lehia Beach Park; and WHEREAS, Hawaii Rise Foundation is requesting funds to assist with expenses in this fiscal year (2020-2021) in preparation for the 2021 Makahiki celebration, including kitchen supplies for cooking and serving, cleaning supplies, cultural research, volunteer training, Makahiki games equipment, and educational materials; and WHEREAS, the Department of Parks and Recreation provides and facilitates a wide variety of services to meet the needs of the community while maintaining the cultural uniqueness of our rich heritage, diversity, and the aloha spirit; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 3 will be appropriated to the Department of Parks and Recreation to provide a grant to Hawaii Rise Foundation to assist with expenses in this fiscal year (2020-2021) in preparation for the 2021 Makahiki community celebration. BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby transfers/appropriates the following amount as set forth below:
