Honorable Members of the Hawai'i County Council <br /> March 1, 2021 <br /> Page 5 <br /> EXPENDITURE CHANGES <br /> Increases in salary and wages due to existing collective bargaining agreements are reflected in all <br /> functional areas of county government, whereas it was included in the provision for compensation <br /> adjustment previously. All collective bargaining unit agreements expire on June 30, 2021. No <br /> provision for pay raises has been included in the provision for compensation adjustment. <br /> Other major changes in projected expenditures not explained above are as follows: <br /> Highways & Streets <br /> • Mass Transit. An increase of$1.3 million in grant-funded expenditures are anticipated. <br /> Culture and Recreation <br /> • Parks and Recreation. Funding for security services and electricity were increased by <br /> approximately $460,000 primarily due to rising costs. <br /> Debt Service <br /> • Transfer to Debt Service. Debt service decreased $4.8 million or 8.2% to reflect actual <br /> debt service payments in addition to an increase in State Revolving Fund loans for <br /> upcoming sewer and solid waste projects. <br /> Pension & Retirement <br /> • Retirement Benefits. Pension and retirement payments will increase by approximately <br /> $2.4 million, or 3.2%, primarily due to an increase in contributions to the employee <br /> retirement system for the increase in salaries and wages. <br /> Health Fund <br /> • Health Benefits. This amount will increase by $5.0 million, or 11.2%, due primarily to <br /> the increase in rates provided by the Employer Union Trust Fund for our active employees. <br /> Miscellaneous <br /> • Transfer to Capital Projects Fund. Transfer to Capital Projects Fund increased by <br /> approximately $1.5 million in the Vehicle Disposal Fund for the Hilo Impound Lot. <br /> • Transfer to Disaster&Emergency Fund. The transfer to the Disaster&Emergency Fund <br /> increased by$3.2 million as required by the charter amendment approved by the voters. <br /> • Provision for Compensation Adjustments. The account was decreased by $9.6 million as <br /> all collective bargaining increases have been distributed to the departments as noted above. <br /> County of Hawaii is an Equal Opportunity Provider and Employer. <br />
