Messina, dated February 1, 2021, approvals the Department of Parks and <br /> Recreation's 2020 Title VI Plan pursuant to the Federal Transit Administration Title VI Circular <br /> 4702.1B Requirements and Guidelines. <br /> Deputy Corporation Counsel J Yoshimoto was present in Hilo Council Chambers to answer <br /> questions.
