REPORT OF THE
COMMITTEE ON PLANNING
DATE: March 17, 2021 Re: Comm. No. 163
PLACE: Council Chambers
Kailua-Kona, Hawaii
TIME: 9:00 a.m.
Council Chair and Members
Hawaii County Council
Hilo, Hawaii 96720
Your Committee on Planning, to which was referred Communication No. 163, reports as
follows:
Communication No. 163, from Mayor Mitch Roth dated February 26, 2021, reappoints
Nicole Lui to the Hawaii County Cultural Resources Commission. If confirmed, Ms. Lui
will serve a five-year term to end on December 31, 2025.
Pomaika`i Bartolome was present in the Hilo Council Chambers to announce Ms. Lui. Ms. Lui
is kama`aina of Hawaii Island, has been involved in various community organizations such as
Queen Lili`uokalani Trust and Office of Hawaiian Affairs, and has extensive experience and
knowledge on ethno-historical, archeological, and genealogical topics, as well as Native
Hawaiian burial protocols.
Ms. Lui expressed her gratitude for being on this Commission, and that she appreciates the
ability to ensure cultural and historical background accuracy in cultural and archaeological
reports, which is important because the reports are often cited in research and University studies.
Committee Members Sue Lee Loy, Rebecca Villegas, and Holeka Inaba all thanked Ms. Lui for
her willingness to serve the island in this capacity and expounded on her skill, experience and
knowledge. Committee Chair Ashley Kierkiewicz also thanked Ms. Lui for continuing her
service on this Commission, and noted that it is important to have her knowledge and experience
of cultural context to make responsible land use decisions.
Pursuant to Hawaii County Code Section 2-226(b), there shall be a Hawaii County Cultural
Resources Commission which shall be appointed by the Mayor with the approval of the Council.
The vote was then taken on the motion to move this measure to Council with a favorable
recommendation and passed with eight"ayes," and Council Chair Maile David absent and
excused.
PC Report No: 14
