REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> DATE: March 17, 2021 Re: Comm. 143/Bill No. 26 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 9:00 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Planning,to which was referred Bill No. 26, reports as follows: <br /> Bill No. 26 repeals Ordinance No. 12-128, which amends Section 25-8-23 (Mountain View Zone <br /> Map), Article 8, Chapter 25 (Zoning Code) of the Hawai`i County Code 1983 (2016 Edition, As <br /> Amended), by changing the district classification from Single-Family Residential— 10,000 <br /> square feet(RS-10)to Village Commercial— 10,000 square feet(CV-10) at `Ola`a, Puna, <br /> Hawai`i, covered by Tax Map Key: 1-8-002:064, area: 13,785 square feet. <br /> The bill would revert the property's classification back to its original designation of <br /> Single-Family Residential— 10,000 square feet. The property is located on the northwest corner <br /> of Highway 11 and Nichols Road. <br /> Bill No. 26 is initiated by the Planning Director Zendo Kern. Mr. Kern was called forward and <br /> elaborated that Bill No. 26 is a straightforward request to revert the property back to its original <br /> zoning. <br /> Committee Chair Kierkiewicz noted that property owners explained their reasons for not <br /> developing the property in the background materials and that the rezone is necessary in order to <br /> complete the sale of the property,which is in escrow. <br /> The vote was then taken on the motion to move this measure to Council with a favorable <br /> recommendation and passed with eight"ayes,"and Council Chair Maile David absent and <br /> excused. <br /> Your Committee on Planning is in accord with the purpose and intent of Bill No. 26, and <br /> recommends its passage on first reading. <br /> js <br /> AYES NOES ABS EX Respectfully submitted, <br /> CHUNG X <br /> DAVID x COMMITTEE ON,PLANNING <br /> INABA X <br /> KANEALI`I-KLEINFELDER X <br /> KIERKIEWICZ X <br /> KIMBALL X <br /> LEE LOY x ASHLEY L.
