S6 21 <br />A RESOLUTION TRANSFERRING/APPROPRIATING ANAPPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO LAUPAHOEHOE <br />TRAIN MUSEUM, A DESIGNATED RESILIENCE HUB, TO SUPPORT ESSENTIAL <br />COMMUNITY SERVICES DURING THE COVID-19 PANDEMIC AND RECOVERY <br />PERIOD. <br />WHEREAS, Laupahoehoe Train Museum is a 501(c)(3) nonprofit organization that <br />preserves and promotes the historic, cultural, educational, social, civic, and economic interests of <br />the North Hilo and Hamakua districts, while highlighting the history of the railroads on the <br />island of Hawaii; and <br />WHEREAS, Laupahoehoe Train Museum has been designated as a Resilience Hub to <br />provide essential community services during the COVID-19 pandemic and recovery period; and <br />WHEREAS, Laupahoehoe Train Museum has been awarded CARES Act funding from <br />the County of Hawaii to support community resilience and wellness programs, digital access <br />and internet connectivity, and food assistance; and <br />WHEREAS, Laupahoehoe Train Museum is requesting funds to enhance its ability to <br />continue offering these essential services throughout the COVID-19 pandemic and recovery <br />period; and <br />WHEREAS, the Department of Research and Development supports this project, <br />because it is compatible with its mission to enhance the standard of living for residents in <br />Hawaii County; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, activity, <br />service, equipment, materials, or supplies for which the grant shall be used; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br />Contingency Relief funds from Council District 1 will be appropriated to the Department of <br />Research and Development to provide a grant to Laupahoehoe Train Museum, a designated <br />Resilience Hub, to support essential community services during the COVID-19 pandemic and <br />recovery period. <br />BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby <br />transfers/appropriates the following amount as set forth below: <br />
