J+t-4 OF <br />i1�/off <br />COUNTY OF HAWAII +�• STATE OF HAWAII <br />RESOLUTION NO.: 1-04 21 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII <br />COUNTY ECONOMIC OPPORTUNITY COUNCIL TO PURCHASE CITRIC ACID TO <br />HELP CONTROL COQUI FROGS IN COUNCIL DISTRICT 2. <br />WHEREAS, on Hawaii Island, the Eleutherodactylus coqui, or coqui frog, continues to <br />cause many areas in Hilo to be inundated with the incessant night-time chirping; and <br />WHEREAS, the coqui frog population is persistently high, especially at the lower <br />elevation, and remains a constant threat to Hawai`i's island ecosystem because of its voracious <br />appetite that puts our unique insects and spiders at risk; and <br />WHEREAS, the Hawaii County Economic Opportunity Council (HCEOC) is a <br />501(c)(3) nonprofit organization that has assisted the County in its effort to control the coqui <br />frog infestation; and <br />WHEREAS, HCEOC is requesting funds to purchase citric acid to help control the coqui <br />frog infestation in Council District 2; and <br />WHEREAS, one of the objectives of the Department of Research and Development is to <br />support research or extension projects on invasive species, such as the coqui frog; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, <br />activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br />therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br />Contingency Relief funds from Council District 2 will be appropriated to the Department of <br />Research and Development to provide a grant to the Hawaii County Economic Opportunity <br />Council to purchase citric acid to help control the coqui frog infestation in Council District 2. <br />BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby <br />transfers/appropriates the following amount as set forth below: <br />
