REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: April 20, 2021 Re: Comm.No. 198/Res.No. 90-21 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 10:30 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance,to which was referred Resolution No. 90-21,reports as follows: <br /> Resolution No. 90-21,transmitted by Director of Finance Deanna Sako via Communication No. 198 <br /> dated April 1, 2021, authorizes the Office of the Mayor to enter into an agreement with the University of <br /> Hawai`i. <br /> This resolution provides $15,000 from the Department of Research and Development to the University <br /> of Hawai`i to fund its "Sustaining Hawai`i County Agriculture: Resources to Detect Banana Bunchy <br /> Top Virus"project. Funds will be used to lease fluorometer and purchase reagents to perform tests. <br /> Glenn Sako, Agricultural Specialist from the Department of Research and Development provided a short <br /> description about the Banana Bunchy Top Virus Project. <br /> Committee Chair Matt Kaneali`i-Kleinfelder asked how prevalent the virus is on Hawai`i Island. <br /> Mr. Sako stated about two to four samples come in each month,but the concern is that Hawai`i County <br /> produces 90 percent of the State's supply of bananas, so detection and prevention of the virus is <br /> important. <br /> Mr. Kaneali`i-Kleinfelder went on to ask what public messaging was being done to bring community <br /> awareness to this virus. Mr. Sako said he has to check on that information and will get back to him. <br /> Pursuant to Section 46-7, Hawai`i Revised Statutes, the Mayor of the County of Hawai`i is authorized to <br /> execute, on behalf of the County, an agreement and related documents with the University of Hawai`i, <br /> and with the consent of the Council may enter into agreements with the federal government or any other <br /> public body respecting action to be taken pursuant to any of the powers granted to it by law and to <br /> furnish, expend, and receive any funds or other assistance in connection with projects to be undertaken <br /> pursuant to the powers. <br /> FC Rept.No.: 37 <br />
