A. Applicant <br /> J.P. Automotive, LLC (Applicant) purchased the subject property in 2015 and has <br /> prepared and submitted plans for the development of a new automotive repair garage <br /> on the Subject property. The property is located along the west side of Kalanikoa Street, <br /> approximately 100 feet north of the intersection of Kalanikoa Street and Hualani Street, <br /> Waiakea Houselots, 1st Series, Waiakea South Hilo, Hawai'i (Figure 1). <br /> Project History <br /> Change of Zone Ordinance No. 09-138 amended the zoning classification of the subject <br /> property from Single-Family Residential (RS-10) to Industrial-Commercial Mixed (MCX - <br /> 20). The previous owner of the property, applicant for the initial Change of Zone <br /> application, was granted an administrative time extension to comply with Condition D <br /> (time to complete construction) (Exhibit A). This administrative time extension to <br /> complete construction (of the original project), extended the original completion date <br /> from November 4, 2014 to November 4, 2019. <br /> The applicant has made considerable progress toward completion, including clearing <br /> and grading the property, water service installation, plan approval and building plans <br /> have been prepared, but additional time is needed to complete the project. <br /> Proposed Project <br /> The proposed development consists of an auto repair facility with supporting <br /> infrastructure. The proposed development site plan is provided as Figure 2. The <br /> proposed auto repair facility floor plan and elevation drawings are provided as Figure 3 <br /> & 4. The auto repair facility would consist of a steel building 3,750 square-feet in area <br /> with four repair bays, three bathrooms and a coffee break room. Four (4) paved parking <br /> stalls will be provided on site, one of which will be ADA compliant. <br /> Compliance with conditions of approval <br /> A. The applicant(s), its successors or assigns shall be responsible for complying <br /> with all of the stated conditions of approval. <br /> The applicant, successors or assigns will comply with all stated conditions <br /> of approval. <br /> B. Prior to the issuance of a water commitment by the Department of Water <br /> Supply, the applicants shall submit the anticipated maximum daily water usage <br /> calculations as recommended by a registered engineer, and a water commitment <br /> deposit in accordance with the "Water Commitment Guidelines Policy"to the <br /> Department of Water Supply within 180 days from the effective date of this <br /> ordinance. <br />
