BJPAutomotiveREZAmend.crk.3.22.21 <br /> COUNTY OF HAWAII PLANNING DEPARTMENT <br /> BACKGROUND REPORT <br /> JP AUTOMOTIVE LLC (FORMERLY DAKUJAKU) <br /> AMENDMENT TO CHANGE OF ZONE ORDINANCE NO. 09138 (REZ 09-97) <br /> JP AUTOMOTIVE LLC has submitted an application for a five(5)year time extension to <br /> Condition D (Time to Complete Construction) of Change of Zone Ordinance No. 09 138, which <br /> rezoned approximately 22,300 square feet of land from Single-Family Residential-10,000 square <br /> feet(RS-10) to the Industrial-Commercial Mixed-20,000 square feet(MCX-20) zoning district. <br /> The property is located at 513 Kalanikoa Street, along the east side of Kalanikoa Street <br /> approximately 100 feet north of its intersection with Hualani Street, Waiakea Houselots Pt <br /> Series, Waiakea, South Hilo, Hawai`i, TMK: 2-2-035:034. <br /> PROPOSED ACTION <br /> 1. Applicant's Request: The applicant is requesting a five(5)-Year Time Extension for <br /> Condition D (Time to Complete Construction), which states: <br /> "Construction of the proposed development shall be completed within five (5)years from <br /> the effective date of this ordinance. Prior to construction, the applicant(s), successors or <br /> assigns shall secure Final Plan Approval for the proposed development from the <br /> Planning Director in accordance with Section 25-2-70, Chapter 25 (Zoning Code), <br /> Hawai`i County Code. Plans shall identify all existing and/or proposed structures,paved <br /> driveway access,parking stalls and loading zones associated with the proposed <br /> development. Landscaping shall also be indicated on the plans for the purpose of <br /> mitigating any adverse noise or visual impacts to adjacent properties in accordance with <br /> the requirements of Planning Department Rule No. 17(Landscaping Requirements), <br /> Chapter 25 (Zoning Code), Hawai`i County Code. " <br /> 2. Proposed Development: The applicant proposes to construct an automotive repair <br /> facility consisting of an approximately 3,750 square foot steel building with four(4) <br /> repair bays, three bathrooms and a coffee break room. Additionally, the applicant will <br /> provide four paved parking stalls (including one ADA compliant stall), landscaping and <br /> other related improvements. <br /> 3. Reason for the Request: Since purchasing the property in 2015, the applicant has made <br /> considerable progress in developing the property to move his existing automotive repair <br /> business to the subject property(including clearing and grading the property, water <br /> -1- <br />
