REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> DATE: May 4, 2021 Re: Comm. No. 218/Bill No. 32 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 10:00 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Planning, to which was referred Bill No. 32, reports as follows: <br /> Bill No. 32,transmitted by Mayor Mitchell D. Roth via Comm.No. 218 dated April 14, 2021, <br /> amends Ordinance No. 04-149 which reclassified lands from Agricultural— 5 acres (A-5a)to <br /> Single Family Residential—20,000 square feet (RS-20) at Kalaoa 1St and 2nd,North Kona, <br /> Hawai`i, covered by Tax Map Key 7-3-011:068. The applicants are Ernest and Elizabeth Young, <br /> and the area is 1.8628 acres. <br /> The Leeward Planning Commission forwards its favorable recommendation to approve this <br /> amendment which will allow a five-year time extension to Condition C (Time to Secure Final <br /> Subdivision Approval) and amend Condition L (Fair Share Contributions). <br /> Mr. and Mrs. Young appeared via Zoom to express that this is merely a time extension to finish <br /> the subdivision begun by the previous landowners. Planning Director Zendo Kern and Deputy <br /> Director Jeff Darrow were present in the Kona Council Chambers to provide further information. <br /> Committee Member Holeka Inaba asked if the word"shall" should be included in Section K <br /> pertaining to historic sites and architectural clearance. After deliberation, Director Kern <br /> responded that it can be added to read better. Mr. Inaba agreed to prepare the proposed <br /> amendment for first reading. Mr. Inaba went on to ask about the removal of an access road in <br /> Section D.
