REQUEST: <br /> The Office of Housing & Community Development is requesting to amend Ordinance 20-45 by appropriating the <br /> following: <br /> Revenue: <br /> Hawai'i Island Emerg Rent Assist Grant 2 152.3309.XX $12,000,000 <br /> Expenditure: <br /> Hawai'i Island Emerg Rent Assist Program 219 152.461.5466.XX.371 $11,000,000 <br /> Hawai'I Island Emerg Rent Assist Admin 2 152.461.5466.XX. $1,000,000 <br /> The appropriation request for$12,000,000 represents a grant from the U.S. Dept of Treasury to provide rent, <br /> utilities and other defined housing expense assistance to eligible households that have been impacted by <br /> coronavirus pandemic. <br /> Please create a resolution to enter into an agreement to accept the grant funds. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> On March 11, 2021, the U.S. Department of the Treasury (Treasury)launched the $21.55 billion Emergency <br /> Rental Assistance Program 2 (ERA2)established by the American Rescue Plan Act of 2021. The ERAP2 <br /> grantees will use the funds to aid eligible households through existing or newly created rental assistance <br /> programs. An"eligible household"is defined as a renter household that has a household income at or below 80 <br /> percent of the area median and in which at least one or more individuals living in the household qualifies for <br /> unemployment or has experienced a reduction in household income, incurred significant costs, or experienced a <br /> financial hardship due to COVID-19;and can demonstrate a risk of experiencing homelessness or housing <br /> instability. <br /> Treasury is implementing this program with unparalleled speed so state, local, and tribal partners across the <br /> country can help families in need:. <br /> • <br /> 411, <br /> DepartmtiRld Date <br />
