(b) The scope, technical specifications, and exemptions set forth in the International <br /> Residential Code are hereby adopted as the standard for building work covered by this <br /> code, provided there are no specific provisions in any other section of this code covering <br /> the particular matter. <br /> (c) A copy of the International Residential Code shall be available for public inspection at <br /> the Hilo and Kailua-:Kona offices of the department of public works and at the office of <br /> the County clerk. <br /> (d) The International Residential Code adopted and incorporated by reference into this <br /> code, shall be subject to the amendments hereinafter set forth. <br /> (l) Chapter 1, "Scope and Administration," of the International Residential Code is <br /> deleted in its entirety. <br /> (2) Chapter 1, Part 2 —"Administration and Enforcement" of the International <br /> Residential Code is deleted in its entirety. <br /> .(3) Section 8202, "Definitions," of the International Residential Code is amended by <br /> adding the following definitions: <br /> "AUTHORITY HAVING JURISDICTION means the director of the <br /> department of public works, or the director's authorized representative." <br /> "BUILDING, ENCLOSED is a building that does not comply with <br /> the requirements for open or partially enclosed building." <br /> "BUILDING, OPEN is a building having each wall at least 80 <br /> percent open. Ao>=Ag where.. <br /> 1. Ao = total area of openings in a wall that receives positive <br /> external pressure, in ft2 (m2); and <br /> 2. Ag = the gross area of that wall in which Ao is identified, in <br /> ft2 (m2)." <br /> "BUILDING, PARTIALLY ENCLOSED is a building that <br /> complies with both of the following conditions: <br /> 1. The total area of openings in a wall that receives positive <br /> external pressure exceeds that sum of the areas of <br /> openings in the balance of the building envelope (walls and <br /> roof) by more than 10 percent; and <br /> 2. The total area of openings in a wall that receives positive <br /> external pressure exceeds 4 ft2 (0.37 m2) or 1 pereent of the <br /> area of that wall, whichever is smaller, and the percentage <br /> of openings in the balance of the building envelope does <br /> not exceed 20 percent. <br /> These conditions are expressed by the following equations: <br /> 1.
