B W and S LUREZ.c rk.5.5.2 I <br /> COUNTY OF HAWAII PLANNING DEPARTMENT <br /> BACKGROUND REPORT <br /> TIMOTHY JOSEPH WARD &KAY LYNN WARD <br /> STATE LAND USE BOUNDARY AMENDMENT APPLICATION (SLU 21-000056) <br /> CHANGE OF ZONE APPLICATION (REZ 21-000246) <br /> TIMOTHY JOSEPH WARD &KAY LYNN WARD have submitted applications for a State <br /> Land Use Boundary Amendment from Agricultural to Urban for 3.992 acres of land and a <br /> Change of Zone from an Agricultural-5 acre (A-5a) and Agricultural 1-acre (A-la) to a Single <br /> Family Residential-22,000 square feet (RS-22) zoning district for 3.992 acres of land. The <br /> subject property is located at 73-4350 Hawai`i Belt Road, approximately 300 feet south of its <br /> intersection with Kaiminani Drive, Kalaoa 4th- O`oma 1st,North Kona, Hawai`i, <br /> TMK: (3) 7-3-005:015. <br /> PROPOSED ACTION <br /> 1. Applicants' Request: 1) A State Land Use Boundary Amendment from Agricultural to <br /> Urban for 3.992 acres of land; and 2) a Change of Zone from an Agricultural-5 acre <br /> (A-5a) and Agricultural-1 acre (A-1a) to a Single-Family Residential-22,000 square feet <br /> (RS-22) zoning district for the 3.985 acres and 332 square feet, respectively. The RS-22 <br /> zoning district, with a minimum lot size of 22,000 square feet, would allow a maximum <br /> density of 6 lots (excluding land area to be set aside for a road lot). According to the <br /> Zoning Code, the Single-Family Residential zoning district provides for lower or low and <br /> medium density residential use, for urban and suburban family life. It also applies to <br /> areas having facilities to carry out the above stated purposes. Requirements for <br /> establishing a land use in the RS district, including a list of the variety of permitted uses, <br /> are shown in Section 25-5-1 to 25-5-8 of the Zoning Code. Objectives of the Requests: If the requested land use entitlement changes are approved, <br /> the applicants propose to subdivide the property into six(6)buildable lots with a <br /> minimum of 22,000 square feet each and a road lot. <br /> 3. Construction Timetable: The applicants hope to secure the required State Land Use <br /> district reclassification concurrent with the County rezoning approval as soon as possible <br />
