According to the applicants, it isnot known whether the subject property or immediate <br /> surrounding area has been used in the recent past for the gathering of plants by Native <br /> Hawaiians. Furthermore, the applicants have not observed any Native Hawaiians <br /> gathering plants or conducting any other customary and traditional practices on the site or <br /> the adjoining properties. <br /> 21. Public Access: There is no known public access to the mountain or shoreline that <br /> traverses through the subject property. <br /> 22. Traffic: While traffic to the site will increase, it will be consistent traffic to six(6)new <br /> residential lots/dwellings. The increase does not trigger the requirement of a Traffic <br /> Impact Analysis Report (TIAR) as there will not be more than 50 peak hour trips <br /> generated from the proposed subdivision. <br /> PUBLIC UTILITIES AND SERVICES <br /> 23. Access: Access to the subject property is from Ihumoe Street, which connects to <br /> Kaiminani Drive via Iliili Street approximately 1/4 mile from its intersection with <br /> Mamalahoa Highway. Ihumoe Street is a County owned and maintained roadway with a <br /> 20-foot-wide pavement within a 50-foot right-of-way(ROW). The six (6) lot subdivision <br /> will be served by a private road conforming with the DPW Standard Detail R-39 for a <br /> non-dedicable private dead-end street with a minimum 16-foot-wide pavement withing a <br /> minimum 20-foot right-of-way. The subject property is encumbered with a 10-foot-wide <br /> "No Vehicular Access & Planting Screen" (Easement P-1) along its entire Mamalahoa <br /> Highway/Hawai`i Belt Road frontage, thus direct access to the highway is prohibited. <br /> According to DPW—Engineering Division, connection to Ihumoe Street will require a <br /> County ROW permit in conformance with Hawai`i County Code, Chapter 22, County <br /> Streets. Additionally, the applicants shall install streetlights and traffic control devices as <br /> may be required by the Department of Public Works-Traffic Division. The applicants <br /> shall be responsible for the design,purchase, and installation of such devices. <br /> 24. Water: According to the Department of Water Supply(DWS), water for the proposed <br /> project can be made available from an existing 8-inch waterline along Ihumoe Street <br /> which fronts the subject property. Additionally, prior to the issuance of final subdivision <br /> approval, DWS requires the construction of necessary water system improvements <br /> including,but not limited to,providing service laterals that will accommodate 5/8-inch <br /> -5- <br />
