r1 A A <br />RESOLUTION <br />O O <br />RESOLUTION AUTHORIZING THE ACCEPTANCE OF ALL <br />DONATIONS OF SECURITIES OR PERSONAL PROPERTY TO THE <br />COUNTY OF HAWAII WITHIN THE CURRENT FISCAL YEAR (FY2022) <br />THAT ARE • -DEPARTMENT <br />CAPITALIZATIONPROCEDURES. <br />WHEREAS, Article XIII, Section 13-12, of the Hawaii County Charter provides <br />that the Council, on behalf of the County, may accept gifts of donations of money, <br />securities or other personal property or of real estate or any interest in real estate, and <br />Chapter 2, Article 30, Section 2-162 (b), of the Hawaii County Code states that a gift or <br />donation of money, securities, or personal property not covered by the capitalization <br />procedures (of the Department of Finance) shall be submitted to the Council by letter for <br />its approval; and <br />WHEREAS, donations of commodities not covered by the Department of Finance <br />capitalization procedures are made by various entities throughout the year to the <br />County of Hawaii and are accepted by the Hawaii County Council via letter during a <br />duly noticed meeting of the County Council; and <br />WHEREAS, although both the executive and legislative branches of the County <br />of Hawaii place a high priority on expediting the acceptance of these donations, the <br />process is often lengthy; and <br />WHEREAS, it is in the best interest of the public that a more expeditious manner <br />of accepting uncapitalized donations be implemented; now, therefore, <br />henceforth, all donations within the current fiscal year (FY2022) that are not covered by <br />the capitalization procedures (of the Department of Finance) shall be deemed accepted <br />
