No. 280.1 was made by <br /> Ms. Kierkiewicz, and seconded by Ms. Lee Loy. Said amendment authorizes the working group to <br /> develop a condition assessment tool to rate the condition of assets, rather than a needs assessment <br /> report,to submit to the County Council prior to the start of the next budget review cycle for fiscal <br /> year 2022-2023. <br /> Ms. Kierkiewicz provided the background on the amendment, citing conversations with the <br /> administration acknowledging concerns brought up by other committee members. <br /> Ms. Kierkiewicz explained that the group will urge departments to apply the tool themselves. <br /> Ms. Lee Loy stated that said amendment focuses on bringing transparency, communication, and <br /> continuity to the process with various departments all utilizing a similar tool. <br /> Ms. Kimball asked Ms. Kierkiewicz if she and Ms. Lee Loy have explored any preexisting condition <br /> assessment tools. Ms. Kierkiewicz stated that looking at other tools will be part of the work and other <br /> tools may be adopted in the process. <br /> Ms. Villegas asked why the Department of Parks and Recreation has not been included in the group. <br /> Ms. Kierkiewicz answered that the Planning Department and the Department of Public Works were <br /> both included as Ms. Kierkiewicz is the Chair of the Planning Committee and <br /> Ms. Lee Loy is the Chair of the Public Works &Mass Transit Committee. Ms. Lee Loy added that <br /> once the tool is developed, other council members may utilize the tool in their own way, including <br /> working with the relevant departments that coincide with their committee assignments. <br /> Chair Kaneali`i-Kleinfelder brought forth concerns regarding his request for a Kona member and <br /> Ms. Kimball's request for a data analysis. Ms. Kierkiewicz stated that the Office of the Corporation <br /> Council advised the group that it would be best to come up with an objective tool and not be a part of <br /> the work.
