REPORT OF THE
COMMITTEE ON PLANNING
DATE: July 20, 2021 Re: Comm. No. 320
PLACE: Council Chambers
Kailua-Kona, Hawaii
TIME: 1:00 P.M.
Council Chair and Members
Hawaii County Council
Hilo, Hawaii 96720
Your Committee on Planning, to which was referred Communication No. 320, reports as
follows:
Communication No. 320 nominates Aaron Spielman to the Hawaii County Cultural Resources
Commission (CRC). The CRC requires specific representation from professionals with special
interest in architecture and architecture history in order to nominate historic sites to the State and
National registers. Mr. Spielman has an interest in serving on the CRC to identify, manage, and
protect properties and archeological sites within the County. Mr. Spielman will serve a term
ending on December 31, 2026.
Executive Assistant to the Mayor Pomaika`i Bartolome was present in the Hilo Council
Chambers to introduce Mr. Spielman. Ms. Bartolome shared that the nominee is a born and
raised Hawaii Island resident who graduated from Hawaii Preparatory Academy and holds a
master's degree in architectural history from Savannah College of Art and Design. Mr. Spielman
could not appear before the Committee due to jury duty.
Committee Members Tim Richards and Heather Kimball both voiced their support for
Mr. Spielman and urged moving the nomination forward to the County Council.
Council Chair Maile David asked for assurance that Mr. Spielman will appear before County
Council on August 4, 2021,to which Ms. Bartolome gave her assurance.
Committee Chair Ashley Kierkiewicz agreed to move the nomination forward given Committee
Members Richard's and Kimball's judgement of character and that there would be opportunity to
interface with the nominee at Council.
Pursuant to Hawaii County Code Section 2-226(b), there shall be a Hawaii County Cultural
Resources Commission which shall be appointed by the Mayor with the approval of the Council.
The vote was then taken on the motion to move this measure to Council with a favorable
recommendation and passed with nine "ayes."
PC Report No.: 23
